This was apparently a pitch for a Saturday morning series. I don't think it was ever picked up or is known to have gone beyond this stage or if John Severin would have had anything to do with the animation. Was it to have been "The Cracked Show"? My theory is that most likely it's something writer George Gladir pitched to a studio on his own and they used his pitch as an article.
Steve Krantz was a producer of animation and later feature films. Here is some of his work.
Krantz was also one of Ralph Bakshi's first partners. Anyone that's read anything about Robert Crumb knows about how disillusioning it was going through the Hollywood system and seeing his character bastardized. Before transitioning to live action, he produced a sequel Bakshi wanted nothing to do with either. Caution: this trailer has racial slurs and stereotypes.
