The premise of this show was two police officers, single career woman Christine Cagney (Sharon Gless) and working mother Marybeth Lacey (Tyne Daly) working in New York City. Their supervisor was Lt. Samuels (Al Waxman) and co-workers were Isbacki (Martin Kove) and Det. Petrie (Carl Lumbly).

It was important to show Lacey's domestic life at home while prime-time television was still prudish, lest people think Cagney and Lacey were lovers. Her husband Harvey was played by John Karlen.
