Viewers pointed out that motorcycle cops don't have partners, so the reasoning was that Ponch was on probation and needed one.
They had to answer to Sgt. Getraer (Robert Pine, shown until the third page). The mechanic on the bikes was Harlan (Lou Wagner).

Really a parody of Dukes of Hazzard but one of many they did. They often did multiple parodies of TV shows and movies and crossovers like this one.
Bo and Luke Duke (John Schneider, Tom Wopat) were two “good old boys” in Hazzard County, GA. In this they drive their car, the General Lee, out to California. In 1980, the American public hadn't yet realized the negativity of Confederate war heroes. In some panels you'll also notice a CSA symbol on the car, which we hadn't realized the impact of yet.
Is that supposed to be Dustin Hoffman or Scott Baio on this page? What is Gonzaga?
The Dukes' thing is they were always outrunning the law.
The lead actors on CHiPs and The Dukes of Hazzard were teen heart throbs.
Bossy Blob=Boss Hogg
Star Wars was another franchise Cracked was always putting in their other parodies.

Tony Randall, known mostly for sitcoms but on the side did much serious theater acting, introduces the show.
Jerry Brown was governor of California who ran for President.
