The premise was that Judge Milton Hardcastle (Brian Keith) took car thief Mark McCormick (Daniel Hugh Kelly) under his wing to solve crimes. When he retired, he noticed many cases he judged where the defendants got off due to technicalities, one of them was McCormick, who had stolen a car called the Coyote X that they use for their adventures.
Other buddy-cop car chase shows at the time were Dukes of Hazzard, Knight Rider, and Simon and Simon.
I don't know what 'Nicholson Files' was in reference to. At this time, Beta and VHS were both viable home-video formats. There eventually were all the sequels mentioned in the third-to-last panel, some of which were parodied by MAD.
The joke in the last panel is that this is supposed to be a bad video store, but it's something I would have wanted before most of what they mention was available on the internet somewhere.
