Weekly series of two doctors, one of whom was Dr. Gannon (Chad Everett). A doctor climbing into bed with one of his patients without her consent would definitely get backlash on a par with Dave Chapelle backlash today. Before they had a regular nurse, one of them was Nurse Chambers (Jayne Meadows, though I don't think this is her).
Dr. Gannon's partner was Dr. Lochner (James Daly), they had conflicts due to their experience as doctors. In this the older doctor is too old to perform surgery. The closest I could find to the name 'Gallstone' is a pun on 'Goldstone', played by Jason Wingreen, who looked nothing like this either.

I don't think there's a spoof of the medical profession in existence that doesn't have a joke about the bill.
Dr. Quackster is a photo of Chad Everett from Dr. Kildare, his previous series.

In the Mad parody, I think Torres modeled 'Nurse Chamberpot' and the patient after the stars of an older show, The Nurses. The nurse looks like Shirl Conway, and the patient looks (more loosely) like Zina Bethune.
