This isn't Outland, it's Outland-ISH.
On Io, a moon of the planet Jupiter, workers are mining for titanium. One senses a spider inside his uniform, opens it in a fit of panic, which exposes him to the lack of air there and causes him to explode.
Sheppard (Peter Boyle) is the manager overseeing the operation.
William O'Neil (Sean Connery), marshall assigned to the post, is having domestic difficulties at home as his wife Carol (Kika Markham) doesn't like that they have to have their son up on Jupiter away from Earth. Other titanium workers are having psychotic episodes and dying from the decompression of air.
Carol has left William letting him know by video. He must continue his job which now involves yet another worker, Sagan (Steven Berkoff) who has locked kimself in a room, threatening to kill himself and a prostitute. O'Niel speaks with him through the door as Sergeant Montone (James B. Sikking) cpmes through the ceiling and shoots him. O'Neil, with the aid of the sarcastic Dr. Lazarus (Frances Sternhagen), investigate the deaths and psychotic episodes.
Autopsies show that all the workers that exploded had taken the equivalent of speed to increase their productivity. Spota (Marc Boyle) is found to be a dealer of the drug and tries to destroy the evidence until O'Neil catches him. He discovers Sheppard is leader of the drug ring.
Montone is found dead before he can expose the drug racket and they attempt to kill O'Neil as well. O'Neil runs from Sgt. Ballard and the hitmen.
There is a big fight on the outside satellite structure, and with the aid of Lazarus, O'Neil is able to get rid of Ballard and have the rest of the men behind Ballard's drug operation brought to justice. Having finished his our of duty, he is able to reunite with his family.
The article made it as cover story for the British edition. Harry North was the only artist to do exclusive work for both the foreign version and American version at the same time.
