I keep looking and I can't tell if Angelo Torres did the Shatner heads.
Most of the cases had the real rescuers while the situations were reenacted. The mountain climber is a caricature of DeForest Kelley.

I think you were right that Mad replaced Davis' caricatures of Shatner with ones by Torres. They did the same thing a few years earlier on another of Davis' pieces, a parody of Kevin Costner's Robin Hood, where they had Torres re-draw Costner's face in a few panels.
