America's Most Wanted was a similar show with John Walsh hosting re-enactments of cases of wanted criminals.
I think you were right that Mad replaced Davis' caricatures of Shatner with ones by Torres. They did the same thing a few years earlier on another of Davis' pieces, a parody of Kevin Costner's Robin Hood, where they had Torres re-draw Costner's face in a few panels.
