The ape is meant to resemble mascot Obnoxio the Clown.
Very loosely parodies the movie, a sequel to Every Which Way But Loose about illegal bare knuckle boxer Philo Beddoe (Clint Eastwood), his orangutan Clyde, brother Orville (Geoffrey Lewis), and mother (Ruth Gordon) and their chase from California to Wyoming where Philo and his girlfriend (Sondra Locke) have to outrun a motorcycle gang, cops, and gangsters betting on his fight.
The fight isn't in a meat locker like in the original film, but... artistic license, I guess.
It's a rowdy bar where fights are always breaking out.

No mention of how he's propositioned for a big fight, tries to call it off, and runs into his challenger (William Smith).
What the parody doesn't mention is that the girlfriend he has in this film is someone he had a fling with in the first film and followed across country, only to find out she had no interest in him. In this one they reconcile and get back together. Here it's as if they meet for the first time.
They go back home where he lives with his mother. His brother isn't even used in this.
Neither is the chase across half the country and the dozens of people betting on the fight.
“Potrzebie”, the Polish word for “need”, is a nonsense word that has been used throughout MAD since its beginning.
