The Arthur Murray Party, also sometimes Arthur Murray's Dance Party went through various incarnations during its run. It was a variety show hosted by his wife Kathryn Murray and sometimes him in a ballroom setting. Those old enough may remember the nationwide chain of Arthur Murray Dance Studios that beared his name.
There were always appearances on the show by various big celebrities who would show their ballroom dance moves. Here it's world leaders.
Walter Winchell was a newspaper gossip columnist, when such things were of actual importance.
Krushchev was Prime Minister of the Soviet Union.
The substitute dancer is Ed Sullivan.
MAD also parodied the show earlier in an article called Combined TV Shows also illustrated by Mort Drucker and written by Paul Laikin in MAD #47, January 1959.
Paul Laikin was quite a character we'll talk about in another post. He was a writer for MAD who became the sole writer and editor for Cracked. He parodied the show there as well in their 19th issue (April 1961) for Russian TV Shows.

The assistant that Drucker has invented for Kathryn Murray looks an awful lot like how Wally Wood drew Fred MacMurray in the Mad parody of The Caine Mutiny.
